UR to play role in health care network

The University of Rochester will be part of an upstate research network for Fair Health Inc., a new non-profit that will develop an independent database for a consumer reimbursement system for out-of-network health care charges, Attorney General Andrew Cuomo announced Tuesday.

The research network, which has its headquarters at Syracuse University, will include UR, SUNY at Buffalo, Cornell University and SUNY Upstate Medical Center, Cuomo said.

UR will provide talent and expertise from its nursing school on reimbursement of nursing charges, Cuomo said. MVP Health Care and Excellus BlueCross BlueShield in Rochester have agreed to the reform, and Excellus will reimburse consumers for using outdated rate schedules, he said.

“I applaud Attorney General Cuomo’s efforts to ensure that patients and families are treated fairly and given access to information they need when it comes to out-of-network reimbursement,” UR President Joel Seligman said in a statement.

“We are excited to play a role in this initiative and look forward to having the University of Rochester’s School of Nursing and researcher Irena Pesis-Katz being integral members of the Fair team.”

Nearly $100 million in settlement money will fund the reimbursement system, Cuomo said.
