Area income tax preparer suspended by state

Rochester income tax preparer Susan Devuyst is among 40 statewide whose practices have been suspended for failing to file personal income tax returns in 2011 and 2012, officials announced Wednesday.

The suspended preparers cannot legally complete or file a client’s state tax returns for compensation, Gov. Andrew Cuomo said.

New York announced new regulations in March, becoming the fourth state to monitor resident tax preparers.

 “These new rules were put into place to protect taxpayers and ensure those entrusted to prepare tax returns abide by real professional standards,” Cuomo said in a statement.

Of the 40 preparers suspended, 26 reside in New York City. Devuyst is the only preparer from the Rochester area.

The new regulations require most paid preparers to pass a state competency examination, take annual continuing education courses, and be at least 18 years old with a high school or general equivalency diploma.

The state Department of Taxation and Finance issued 56 letters of suspension, with 16 preparers filing formal protests, officials said. The appeals are under review.
