Ground was broken Thursday on construction of a marina at the Port of Rochester.
The initial work is pegged at $16.5 million, with total construction estimated to cost $20 million.
“Today we begin a period of new opportunity for the Charlotte neighborhood and the city of Rochester,” Mayor Thomas Richards said. “A modern, attractive port will transform the Charlotte neighborhood into a major waterfront destination on Lake Ontario.”
The Pike Co. will manage the first phase of the project. LaBella Associates P.C. will provide inspection and engineering services.
The work is beginning now to minimize disruptions to the neighborhood’s seasonal business activity, city officials said. Portions of the ferry terminal building will remain open during construction, and restaurants that close for the winter are expected to re-open for the summer season.
Construction is scheduled for completion by spring 2015, officials said.
The project features a new deep-draft marina basin, relocated roadways and a connection of the Genesee Riverway Trail to a public promenade to be built around the marina, officials said.
The marina will accommodate 85 boat slips west of the port’s ferry terminal building, with potential expansion to 157 slips, officials said.
The marina will be a catalyst for future development resulting in up to 2,500 construction jobs and 300 permanent jobs, officials said. Additional contracts will be bid in 2014 for phases that include construction of a marina dock system and converting a portion of the ferry terminal into a boater services facility.
Also, a developer will be selected by the end of this year to convert 2.8 acres of city-owned land between North River Street and Lake Avenue into residential and commercial space, city officials said.
Funding sources include proceeds from the city’s sale of Hemlock and Canadice lake watersheds to the state along with federal and state grants, and the city’s capital improvement program.
