Strengthening the Black Families Inc. training programs from 2 to 5 p.m. and from 2:30 to 5:30 p.m. in the Sibley Centre are canceled.

City Hall, neighborhood service centers, city branch libraries, recreation and community centers, parks, cemeteries and public administrative offices were to close at 4 p.m., city officials said.

Monroe County declared a state of emergency late Monday morning, officials said.

The Monroe County Chapter of the American Red Cross planned to open shelters at the Dome Arena in Henrietta and the Brighton Presbyterian Church by 3 p.m., officials said.

All non-emergency related Monroe County offices, including the County Office Building, were closed at 4 p.m., as were the county clerk’s office, and Department of Motor Vehicles offices in Greece and Henrietta, and the mobile DMV.
