COMIDA OKs tax breaks for Greece shopping center

A proposed 445,000-square-foot shopping center on West Ridge Road in Greece expected to create 300 jobs in three years was approved for $4.4 million in property tax breaks Tuesday by the County of Monroe Industrial Development Agency.

The projected benefit to the community is $15.4 million, COMIDA officials said.

The $51.6 million shopping center is proposed for 78 acres of vacant land, just west of Elmgrove Road. It will be designed for a variety of anchor stores and a combination of specialty retail, restaurants and professional space, officials said.

Property tax exemptions totaling $259,179 were approved for Plymouth Terrace LLC, which wants to build 20,000 square feet of office and retail space at the corner of West Main Street and Plymouth Avenue in the city of Rochester. The community benefit is $515,950.

The $2.4 million facility will be home to a U.S. Postal Service location and other tenants, officials said.

COMIDA approved tax breaks for Plymouth Terrace two years ago for 24 row houses on the 1.5-acre parcel.

Tax breaks of $3.7 million were approved for a $19 million mixed-use proposal consisting of two buildings on South Plymouth Avenue, with 35 jobs projected. The projected community benefit is $9.9 million.

Flats LLC/Christenson Corp., a Minneapolis entity, wants to construct an 80,000-square-foot facility with University of Rochester student housing on floors 2 through 11, and the school’s scull boathouse and retail space on the first floor.

A second building, of 3,600 square feet, is to be constructed for Endicott-based Visions Federal Credit Union.

The project is being done by a private developer to keep the property on the tax rolls, officials said. The city supports the project and recommends a payment in lieu of taxes agreement, officials said.

WebTitle Agency, a locally owned real estate title search and title insurance company, was approved for $10,662 in tax breaks for software upgrades totaling $133,270. The community benefit is projected at $207,066, COMIDA said.

The Cascade Drive firm, founded in 2006, employs 117 at leased space in the Knowlton Building and expects to add two jobs within 12 months, officials said.

Continental Services Group Inc., which does business as Conserve, was approved for tax breaks of $58,560 for a $750,000 expansion at its CrossKeys Office Park location in Perinton. The community benefit is projected at $2.6 million.

The debt collection services firm, which employs 306, is purchasing $480,000 worth of equipment as part of the expansion. It plans to add 40 jobs within 12 months.

ConServe recently was awarded a contract with Financial Management Service, a bureau of the U.S. Department of the Treasury.
